After Liverpool's demise, will it be Tottenham or Man City that become the next "nearly" team?

I'm going with Tottenham. Man City are very much a team of big names that don't work together. Tottenham has lesser known (but by no means unknown) players that can gel very well and when they do gel together, the results are phenominal. However if Spurs are careful, don't submit to money too much like other clubs have and work on making their team exactly that - A team, then i think they stand a very real chance of actually WINNING something, not being just a "nearly" team.
