Why when player is dropped in Hockey do you have to wait a day to replace him?

I don't understand the concept. I have a player on IR, I find out this morning that he's cleared to play tonight, I can't get him in my line up cuz when dropping a player today, to get him off of IR, he doesn't leave my roster until tomorrow? What gives? I'm penalized because I picked someone up to fill in for him?
