Why every country wants to get into UN security council even though its puppet organisation?

UN security council was never able to stop or solve any major wars or conflicts.Eg afghan/iraq wars. All major powers can go for a war without the intervention of security council. security council wont dare to stop them . only u need the support of any permanent member who have the veto power( countries like US, Britain, france, china, russia). Any UN intervention can be stopped using veto power of these countries.Then what is the significance to be the member of security council without any veto power?
