He must really actually like me?

Alright so i went on a date with this guy (he's 20 and i'm 16). We walked around a mall for about two and a half hours and we got something to eat. The conversations were fun and lasted really long, we actually have a lot in common. He drove me home and we kissed for a decent amount of time. He also always instant messages me. His one problem is he is very hard to get a hold of. Seventy percent of the time he flakes out on me. I don't know whether its because hes actually busy or if hes nervous. It gets really frustrating when he cancels but what i wanna know is, should I give him a shot and overlook his flakiness and give it time for him to get more comfortable with me so that he won't bail out on plans?
