Do Republicans actually believe they are going to win a veto-proof majority in Congress in November?

That is what it would take for them to repeal the Health Care Law. Do they not realize that, in order to repeal the bill, they have to introduce a new bill, get it through both houses of Congress, AND either get the President to sign it or have enough votes to override his veto?
