My old Yorkshire Terrier isn't behaving well....?

We have just moved to a garden flat, after he spent the last 16 years in our old house (big garden). He insists on peeing on the little patio, and wont go on the gr! This is staining the slabs, and my husband is not happy! How can I get such an old dog, to start peeing on the gr??
