What would you consider the best entry level digital camera for portraits and lowlight settings?

I am not a serious photographer, but would appreciate being able to use manual settings. I am looking at entry level cameras, but I take a lot of pictures of people at night and would like to avoid cheesy pictures bombarded with flash. Thanks for any advice you can give! :)
