Why did Yahoo delete my question of whether one can get a driver's license in NY state without a SS card?

Someone responded to my question saying that federal law says you can't open a bank account without SS#, and I asked to be pointed to the law. Next thing I know, the question has been deleted. Is this censorship of the worst kind, or just censorship?
